Are you trying to say that it's only arsenal and Aston villa goalkeepers that use to waste time in the whole of English premier league?
Com'on, I feels like you are being biased here or I should say sentimental because in this premier league as a whole, you can't tell me that it's only arsenal or Aston villa goalkeepers that use to was time when the results it's in their favour.
As for the additional rules, I do feel like it's unnecessary because their is already a rule in place for a referee to add more time according to how much time that was wasted, that's why you will sometimes see 11 to 15 extra minutes being added after the 90th minutes, so in my opinion, this extra rules is not necessary.

Public knows very well about how Raya and Martinez are the players who love controlling the ball instead of immediately passing it. Don't be so mad if this rule is impacting them a lot and applied to all of PL goal keepers. Nothing biased.
