No and no. There are some factor that prevents that, such as
1. Legal status on some country which restrict or forbid Bitcoin ownership and usage.
2. TX fee. For reference, mempool.space currently recommend 2 sat/vB or $0.23 for no priority TX.

Besides that, it's unrealistic to see Bitcoin as magic solution for all kinds of problem.
