Is there maintain any rule to give or take merit, I don't think so . whoever wants to give or take merit. If you pay attention here above the post of mine, one person has been given maximum of ten merits just because catch me . I have merits and I have right to give anyone and how many I want . That means nobody cares any rules and regulation . I'm not complaining the system, I just want to remember to you that it is not right to blame only one person.
