There must be firmness from the government in making laws about students or public appeals, for example, gambling must have strict regulations. But when you say that government corruption is already severe in one country, it is very difficult to build a good country. It is like a culture of corruption and is very difficult to eradicate. It is also very difficult for generations to develop in places that lack a good educational foundation for students
Such strict regulations won't come to reality as long as governments of those countries and in bed with casino owners, to be honest. If those casinos are regulated and the government of Uganda get money from them in the form of taxes, then those taxes should be used to create programs to keep children and teens away from casinos and betting houses in the country, you know... using money from the problem itself to try to diminish the impact of the problem. Though, that would require some willing from honest politicians who would be worried about the future of the country, because, in the end of the day, the future of one's country is going the be build by children and teens. Sick and gambling addicted teens and stundents do not stand a chance when comes to face the reality of building up a better society in a country which id already considered to be poor and under-developed.
