Before we answer the how's, we should first look at what is economic empowerment? To me, it is a promotion and strengthening of equity rather than equality. Equity is making sure that those underprivileged gets more help than those who already have privileges rather than giving equal opportunities to everyone when some people need it more.
running an empowerment scheme that hopes to create equity within an economic system is basically the main goal but often but, the already privileged ones are the ones that are always interested in getting such opportunity and in the process, the gap broadens even more. the best form of empowerment is that which comes in the form of provision of aids that helps the unskilled level up on their skillset so they can be of more use to themselves, and their level of employability will also increase.

if done the right way, it lessens the responsibility of the government on her people and ensure that everyone is able to provide for their individual needs through the aids they have received through the empowerment.
