By having that clause included in the rules, it means the forum administration is keeping it's self away from moderating cases of account sales or multi accounting.
To curb this, they would have to ban multiple accounts and also institute KYC. Would you really like KYC verification here?
Allowed but discouraged, that’s some stand.
KYC on the forum? Of course not. The forum is an extension of some elements of not all that binds Bitcoin and makes it Bitcoin. One of those is anonymity of address holders except publicly disclosed. Now, users coming forward to disclose their identity just to go through KYC on the forum, it would go against the anonymity that is associated with the system.
It’s a base while some gamblers avoid certain gambling sites, ain’t no need to have that here as well.
