I think this is where the complication started. Reputably, it is discouraging to sales of forum accounts as it could be used for evil such as the Op has strived to bring in the picture but yet the admins has made it sales of account a legal practice.
But What then can we ordinary users do when administratively it has been permitted if not to keep shut and mind our business.
By having that clause included in the rules, it means the forum administration is keeping it's self away from moderating cases of account sales or multi accounting.
To curb this, they would have to ban multiple accounts and also institute KYC. Would you really like KYC verification here?

Lol. Kyc would had actually been better to curb the event from persisting but that will compromise the architect of the forum regarding users comfortabilities of being anonymous equally as the forum has a texture of decentralization.
