That's true. El Salvador was using the perfect DCA strategy, they were buying one Bitcoin every day since 2021. By following this strategy, they managed to get 117% ROI. Till December 5, 2024, El Salvador has totally invested 269 million US dollars and their total profit was 333K, which makes their current balance 602 million US dollars.
By the way, I bought Bitcoin at 24K if I remember correctly and then sold it multiple times at different prices but overall, my ROI was 400% if we consider all of my Bitcoin trades since 2022 till this day.

If the bull run is still alive then the only advantage is that the price falling is a healthy correction. Sometimes tgis is needed in a healthy bull market to allow continuation higher. If the bull run is over then the current dip is not good because it might go lower. The only people that would benefit are dip buyers. My hope is that the current price action is a result of the former & we go back up soon.

Two days ago, the price of Bitcoin was 81K USD, it fell down from 88K after Trump announced tariffs on other countries. Today the price is up again up to 84K. To my mind, this is a very positive sign that indicates that Bitcoin is still in bull run mode.
Btw it's not only dip buyers who will benefit, there are also people who open short position on futures market and profit from Bitcoin's fall.
