If you import into the EU, then the custom tariff is mostly 0% but of course certain product groups have a small custom associated with them.

Then you pay ~20% VAT on importing and this is seemingly what he uses as an attack point. However, businesses can just forward these 20% down the chain and it's how all taxation in Europe works, from internal or external sources.
