You cannot see someone's phone number unless they add you to their contact list and share their phone number with you. No matter if you use Premium. The number will remain hidden if they do not share their contact with you.

When I saw the screenshot, I immediately thought it was one of my country's mates. I guess I have seen some translation in our local thread and I guess they were expecting merits from you. I strongly believe this is the user who sent you private messages on telegram. The translation seems auto-generated. Also, I believe this user owns this account.
