So what do you mean? do you mean if the government is bad, you're a good citizen if you avoid to pay tax? you're allowed to not pay tax since your government is bad?

There's nothing like that, even your government were the worst government in entire countries, you must pay tax if you don't like it, otherwise you will get penalty or even ended up in jail.

Yeah it's their fault, but if their fault will make you delay to pay your tax before the due, they will give penalty and blame you instead of give tolerances.
