You are vouching for the user which IMO make you responsible for any transaction done with this user. You tell the guy he is safe to send money to and if something goes bad you will pay it. That is what vouching IMO should be. Don't open your mouth if you are not ready to pay if something goes wrong.

It doesn’t matter if he did stated that you get to send the money first or not. When you’re referring a client to someone to deal with, you’ve got yo be sure of that client to be deemed trustworthy and in the event that his not, you’ll be sure to supervise the transaction completely to ensure there is no foul play because, it will always come back to you Darkfighter, just as you’re having to deal with now.
