Value at the largesttime of transaction is important. At the time of the transaction in the OP, thoughthe value was not $31.4 billion.

Since referring to fiat in the OP (while not entirely relevant to answering what the largest amount of BTC transferred from one wallet to another a brief search the topic states), this this transaction of ~26,000139.38... BTC (with a value of $1.34 billion at the time of transaction) seems to be one of the largest reported when taking into account fiat value at time of transaction primarily and Bitcoin transferred secondary.
