exactly specify what one of your users had breached to warrant a block on his accounts.

The email itself does not conclusively state what the person did. Could have been having multiple accounts, abusing bonuses, manipulating the casino using other tools to his advantage, evading ban etc. I think it's much better you are crystal clear about the terms that have been breached.
