It's about the license they're own. The other casino you're using could be not using the same license with BETMODE, meaning in BETMODE you can get restricted but in other casino is not. Have you check ?

I think it has nothing to do with license, as long as I know Philippines is one of the restricted by Pragmatic Play in general.

There are also some bitcointalk users from Philippines who shared their issue when it comes to the restriction by Pragmatic in some casinos.
As far as I can understand, most Philippines players wont be able to play Pragmatic Play unless the casino make a special agreement with Pragmatic to unlock the restriction.
This is actually protecting the players somewhat, because these casinos don't want to conduct business in a country where gambling is illegal. There are some countries on the list where gambling sites are actually blocked completely due to government isp level censorship, so the user would only be able to access them by using VPNs. If the Philippines doesn't have that and is able to catch players through isp logging, it could lead to criminal prosecutions which can be quite severe in some of the more religious states. It's better if players are just warned off from the very beginning.
