This is Binance exchange I guess, they are the only exchange that I'm aware that doesn't charge you any fee when withdrawing from your exchange account using BEP20 USDT wallet address as destination or receiving address. I think this is some kind of marketing and promotion to make people use their chain to make transactions to boost their chain and as well as also stress their chain. Who knows if they are trying to make circle the parent company of tether to allocate more USDT to their chain like they do to Tron chain.

Binance did it years ago in the last market cycle, when they wanted to shill Binance Smart Chain and used this strategy as one of their marketing tools for Binance Smart Chain and BNB token. When they felt enough, they changed their policy and charged withdrawal fee of USDT on BSC (BEP20).

Now they provide 0 withdrawal fee of USDT on BEP20 again.

Transaction fees on BEP20 and ERC20 chains have been cheap recent months and it's harmful for their business reputation if they charge too expensive withdrawal fees on those chains now. Competitiveness among centralized exchanges is very tough and applying such expensive withdrawal fees while on chain transaction fees are cheap, will only result in customer loss and migration to your competitive centralized exchanges.

I believe tier 1 exchanges don't apply this withdrawal policy as they have better ways to get income more sustainably.
