There is no API for Bitcointalk because it does not serve a dataset - it is just a forum with users' posts on them. Even if the staff wanted to, there isn't an API that can be created.

Officially, there is little to no demand for a Bitcointalk API, which is why all the work is being done by third parties (i.e. individual users here) instead, for a smaller audience.
