Yes, it's quite far from eXch, but according to their statement, they offer a refund if you don't want to complete KYC.
Godex has a similar concept, but their fees are expensive.

What they lack is a Monero swap option.

the intention of purchasing is not to invest in Monero, I certainly wouldn't do it. Thechange relies on third parties to provide liquidity and keep records.
