However, the biggest limitation is that they can only swap tokens within the same network. If cross network swaps are needed, some level of centralization is required. My focus is on building a CEX, not a DEX.
You can try mirroring how bisq works. They are decentralized and can allow buying and selling of bitcoin with fiat, when we relate that to this context, they are on different networks, but no centralization is needed.

I'm looking for ways to defend user privacy and push back against authorities, but I have no intention of supporting terrorism or stolen funds.
You can try to defend privacy, require minimal registration, keep no logs, stay open source, but stopping illegal activities may not e possible. And if you do try to go for it, that will require some level of centralization.
