Otherwise, your information is not accurate because there are existences of many centralized exchanges in Russia.

Any centralized exchange launches by government is not a good CEX to use. If you have many other Centralized Exchanges and even Decentralized Exchanges to choose, don't make your worst choice like picking Government CEX to use.
