I think @merit.s is referring to those guys that does not have a good cash flow. Because most guys may not be earning a decent amount in thier job, so without them putting 3 to 6 months of thier salary into thier emergency fund, they won't be safe from thier Bitcoin investment. I think that's where he was actually trying to point at.

Both is meant to be higher so far as one have a good cash flow, I'm not here to prove you wrong with what you Said, just so you know. And of course emergency don't come so easily than that of expenses that occurs every day which is 100% sure. But regardless to that a guy need to ensure that the both funds is in the right place, because it will make no sense if you exhaust the whole money in your emergency fund and still end up tempering your discretionary fund which is meant to use in sorting out your day to day expenses.
