Anyway, if you check the moderator of beginners and help, you'll see that the moderator(MiningBuddy) has been inactive since 2018.
I noticed that too.
I'm inactive today; that does not mean I will remain inactive forever. If the board in question was lacking moderators to handle the board,

The admin oversees everything, and because the said moderator is not active today doesn't mean he or she won't be tomorrow. People have lives outside this forum.
Of course I know that, he or any other mods in the same shoe might be back some day that's why used the term
Dormant because he (they) might find their back here someday.
So @malevolent is a Legendary member and does not have any mod privileges.
From the second image I uploaded it shows as a moderator. Anyways he might be removed but still shows only on the board but not a mod anymore.
Not everyone has same perception... so I understand some vague thoughts here...
