You can't possibly understand this unless you sharpen your thinking. Do you think the highest networth individuals would just bombard the exchange without internal marketing and politics? Then you don't understand the gimmicks embedded in such an arrangement.
Have you even studied the Ts&Cs to warrant your assumption of taxes?

It will be only for them and not for anybody else. There is no need to read their ToS; their highly valued individuals have already done that since it will be their playground laundry machine. Highly valued or not, I would never join a CEX controlled by the Government, so I don't give a single sat what they will do. Cool
Your responses show you are clueless about the whole thing. First, no one is telling you to join what the Russian government is planning, do you even have the money required in millions of dollars worth? So, it's certainly not for you, but for very rich people, as the statement states.

Second, you don't seem to understand politics, that's why you think DEX will be preferable in such plans. Who told you they are establishing the exchange just like the normal exchanges? Does the criteria to be a member look like how normal exchanges do it? You need to "read between the lines" before you can understand some political plans.

Lastly, you are wrong to assume the Ts&Cs of an establishment to make a conclusion about it. The ToS has not even been written for you to assume the taxes on it. What if the Russian government give an exemption for the rich people to participate?
