For what reason? Better taxation terms? They already know where and how to do it, so there is no opportunity for them to use a government-regulated exchange.
You can't possibly understand this unless you sharpen your thinking. Do you think the highest networth individuals would just bombard the exchange without internal marketing and politics? Then you don't understand the gimmicks embedded in such an arrangement.
Have you even studied the Ts&Cs to warrant your assumption of taxes?
They can evade Western sanctions in other ways and they know it. They do it already. Also, if they move their funds there, they are at a bigger risk if the government collapses or locks their funds for any reason it wants.
Perhaps you should understand what you replied to, you just didn't get the gist. By evading the Western sanction, I mean the Russian government itself, it's easier dealing with their government-backed/controlled exchange with big volume than with external exchanges that can suddenly do the Western bidding.
I believe that this is some fake news and nothing more.
Check the news before terming it fake, it's more than real.
