They know and have other ways already, or they force govs to do things that benefit them and only them. But we are not talking about politics, but about money. Of course they will try to attract them but that doesn't mean that they will join or that they care for it. They all have better terms and exceptions already. Now, if you think or believe otherwise, it's your opinion.
