It's another thing and buyers can be retailed investors or institutional investors or just traders in this market. I don't see anything bad if buyers are governments or institutional investors.

Who will still get benefit from it?
People get benefit from it will be Bitcoin investors who already bought bitcoin and have good plan for holding their bitcoins. They won't sell their bitcoins to governments or institutional investors.

You have very big advantages against governments and institutional investors as you only need to do research, have belief, build up your plan and accumulate bitcoin. You never need to compose and pass any bills, change constitution, laws or submit Bitcoin Spot ETF application like them.

What you need is knowledge, belief, plan and action and surely with smaller capital, you can take action faster than governments and whales.
