You have a clipboard malware which has put the scammer address to replace your Binance receiving address. However, you didn't check properly and maybe, you were in a rush to send the funds, if not you would have rechecked the address again the second time after, you have clicked the send button, because you will be taken to a new page which will ask you if you are sure that's the address that you want to send your coins to. Your funds is gone. Sorry for your lost.

But OP said he wasn't the one that sent the funds. All he did from his end was to send the address to the creditor.
I suggest it might be;

Clipboard malware as others have submitted.
The USDT was sent to another network other than the Tron network.
Binance is a reputable exchange, so there's no need saying my last opinion.
Also check if the address expired as suggested by gunhell16
