Sorry to say that this is a bad suggestion and can be very risky to him to create a new account since multi accounts is mostly breaching the terms of the casino. Even if multi accounts is allowed, creating a new account wont give any difference since the case is about provider's restriction. What he should do is to ask the support why he cant play the game while he should be able to play if he is not coming from the restricted jurisdiction by the provider.
Following the company's Terms of Service as most as possible is most important and if ToS doesn't allow it, it is very dangerous to use any method of bypassing ToS. It's risky practice at beginning and surely it won't be safely for your account and fund inside in future as well. If a company detect your suspicious activities that break their ToS, it's very high chance of serious action against those accounts.
This will potentially bring more troubles than what you can get from dangerous ToS-bypassing actions, so advice is be careful with such dangerous actions.
