If you already reported all your coins to the government than it is better to talk with good lawyer first and ask for advice.
You can always use p2p trading and no-kyc exchanges to exchange coins for cash without bank accounts.
Problem is that they are making it harder to use cash in some countries, probably because they are preparing for CBDC.
There is another solution: move to a country with more lenient laws or low tax rates. The world is big and there is plenty to choose from.
This is easier said than done, but when governments start introducing crazy laws, high taxes or when they get involved in silly wars, than it's a good idea to move to more friendly country.
