Previously, I have experienced cases like yours where using a PC and WIFI network it runs well without problems but when accessing on mobile with a different network it cannot access it due to restrictions from the SIM Card provider.

Now, I also can’t access shuffle.com on my PC before only in globe telecom sim. It seems like the Philippines has started banning sites that aren’t registered with PAGCOR.
It's not just Shuffle that I can't access here in the Philippines even competitors like BC.Game and Stake.com are also inaccessible.

I just want to ask because I’m not sure, do sites like these (stake, bcgame and shuffle) pay for a license to operate in the Philippines or in every country they want their site to be accessible from?
So when a site gets blocked, does that mean it doesn’t have a license to operate in that country? Please correct me if I’m wrong.

But how are the gaming/gambling laws in your country concerning internet gaming/casinos? Has there been established rules saying that they ARE illegal, or are no specific rules saying that they're illegal.

Because if it's ambiguous, I believe you could check if it's an IP block or a domain block. If it's a domain block you could simply use another DNS. There are public Domain Name Servers everywhere, you could do a simple search. Cool
