Why would they allow the thief who took me original account to just keep it and I have to just make a new one? I think at the time I was working on a payment gateway it would be nice to have that account back
It means you didn't provide or there was no sufficient evidence to back your claim to the account

Except you now have valid proof of been the account owner.
