I believe that countries that have outright bans against internet casinos are China, the U.A.E/other Muslim countries, and probably South Korea and other Asian countries.

Yep we are still in the gray area because the fact is that there are still many players from Indonesia so some casinos do not consider Indonesia a prohibited country... even though the government is always aggressively trying to eradicate gambling by working with ISPs and other institutions.
The government has blocked thousands of online casino sites but the flow of funds to casinos is still large, so it is indeed difficult to stop gambling there is still a gap for them to keep playing in casinos.
