The account doesn't belong to the person who registered. It belongs to the company, in this case, bspin. It is very common that bitcointalk account manager for casino changes over time. Would you consider that as "Account changed hands"?

I believe recovery team should consider anyemailname@bspin.com as a proof of ownership.
OP said that the email was sent from the email address used for creating the forum account. So, there shouldn't be any problem to prove the ownership at all and hope he will be able to recover the account.
But generally speaking, I don't think any email sent from the same domain as the company's website domain is considered as a proof of ownership.
What if the company has hundreds of employees and each of them have their own email address? Not all the employees should be able to have access to the bitcointalk account.
