I did the following steps:
-> Create/Restore wallet -> default_wallet -> Import Bitcoin Address or Private Key (scanned the QR code of the paper
wallet with an USB cam) -> Wallet -> Private Keys -> Sweep -> scanned the QR code with an USB cam

So you mean no other option than "Import Bitcoin Address or private key"?
You should be able to see this during wallet creation:

Do you have the option to use a standard wallet? Or am I misunderstood your topic?
Let me ask, are you going to import keys, or is your purpose is to create a wallet inside Tails? Please clarify.
If your purpose is to create a wallet and there is no option to choose a standard wallet, I suggest download the latest version of Electrum from electrum.org and transfer it to your cold storage(Tails) then install the latest one and try it again.
