It is because the restriction by the provider of the sportsbook IMO, while the casino is using their own terms so the restriction can be different.
This is not the first casino with this kind of situation, even if you are not an active gambler but if you are actively exploring new casinos this year, you would have found similar casinos where you are able to access the casino but you are restricted to access the sportsbook.

VPN friendly should be taken as if we are from non restricted countries but we want to use VPN for more security/privacy purpose only.
