How do you know he was arbitrage betting? Which two books did he play against each other? Many people, including myself, search for the best line. Even if I can arb it doesn't mean that I'm doing this. Winnings should always be paid.
edit- I just took a look at the player's bets in scam accusations. He wasn't arbitrage betting. The player bets small and no one arbs for that small of an amount.
Are you sure they did not place on a different outcome in different casinos? If they place bets in another casino on a different outcome and both casinos use the same odds provider, that is arbitrage betting. How do you know they were not doing arbitrage betting? However, I do not see a moderator tag on your profile, so you do not meet the criteria.

you got zero clue about arb and still trying your best to accuse me. whats the catch?
most people have things backwards, they think the player has to prove innocence. It’s the other way around, the book has to prove guilt. Honestly this is one of the simplest cases that I’ve ever seen by looking at your bets alone.
at this point its not even abt the money for me anymore. i just didnt understand why the hell ordinary users here always defending the casinos but then after 2 scam accusations i got it that almost all of these people somehow attached to the casinos, while some of them publicky claims that they even has the access to the casino`s official account here. so not that surprising anymore
oh well..and just give it 10 mins and they ll claim that you and i are same people writing from different accounts
you made bets for $2, $14, $28. You aren’t arbing.
The largest bet was $100.
