Is it possible for a team without a winning mentality and do not have the spirit of championship in them, win the Champions League.
PSG are considered to have no winning mentality in all the seasons they have gone through before the 2024-2025 final won by them mightily. What makes you doubt Arsenal? I think the chance is definitely there even though it might take the next few seasons.
Arsenal don’t have to win the Champions League under Arteta, but if Arteta does before he gets sacked, it would be a huge achievement for him. PSG had changed dozens of managers before Luis Enrique came in and won their first Champions League. Enrique won it in his second season at PSG, meaning it takes time to improve the team and win the title they dream of. Arsenal not only need to win the Champions League, they also need to win the Premier League which they haven’t won for a long time.

In 2019/20 season PSG almost won the Champions League, they lost to Bayern Munich in the finals that very season, they would never would have gone that far if they strive for it. It's true that Arsenal doesn't have to win the Champions league and I totally agree with you on that and I'm saying that Areteta can never win the Champions League with Arsenal, maybe another coach will. Let home start by winning the EPL first because that will determine if he has enough squad depth to carry in for the UCL. Winning the UCL is never a child's play, you really have to be prepared for it.
