In the end, there are FIFA players who have dedicated much of their life to follow the franchise and they have never turned to gambling, and there are also gamblers who like football who have never held a Playstation controler on their hands. If you asked me, it would take some external influence in order to turn someone who is exclusively into gambling to a gamblers, like some family member introducing gambling to such person or some game which has incorporated some gambling-like mechanics, like gacha games or games with loot boxes.
In the eyes of the most greedy videogame companies, it was in their interest to blur the line between what a gamer and a gambler was, fortunately some regulations have made more difficult for them to do so, specially because there were teens and children involved with those gambling-like mechanics.
