This is really complicated since somehow government is benefiting thru taxes they can get also possible kick backs from those casino owners.

If we really believe that’s the case, then we need to elect an honest president in the next election. As the head of state, he can make decisions to investigate and minimize corruption. It all starts from the top, if the president isn’t doing anything because he’s also benefiting, then nothing will ever change.
I think you are very correct, change starts from the top to the bottom. There is no way a country can experience change when the government officials are corrupt. The president needs to make some certain adjustments and resolutions for the country to starts  becoming more friendly to the masses.
 
High gambling activities in a region can be traced to low employment rate, making people to seek gambling for survival. Surviving in this hard time is not that easy especially when you don't have a stable work or job that pays very well.
People are passing through problems that can make anyone to seek for refuge from gambling just to have money to feed family and take care of bills.
