When I do a tp sl I want to know what its going to buy at(limit price I put in) so if the ,market swings I can cancel and put in a lower buy in. Seems none of my tpsl orders get filled?

What do you mean, CB? Are you talking about the Coinbase Advanced option when setting up the TP and SL?
About TP and SL, it won't be executed if the limit order didn't filled yet unless you choose the market price order becaues it would filled immediately and TP/SL will be executed once the price hits that level. It seems you misunderstood how to use the TP and SL. Coinbase have a guide about this you can check them from this link below to understand how it works.
