I understand you to an extent, and I believe your call is the right one. Banning the account caught could even be an injustice, especially if the account was hacked. What if the real owner is interested in the forum again, but unjustly met his account banned? Another stress of recovery.

Although it will be more stressful for the admin, some kind of temporary archive should be created for these inactive accounts. 3 years is a heck of a long break. If the owners need the accounts again, some kind of verification should be done to avoid hackers getting hold of them easily.

This is why I even think that security questions should be enabled for every account again, since I read that the old answers were compromised. This shouldn't be the reason to overlook its benefit entirely, and could be used as part of the recovery steps if the temporary archiving after 3 years of inactivity is enforced.
