I don't see how forcing a mass cooldown on all inactive accounts would changeimprove anythings.
This won't prevent scammers to scam other members, and malware is usually posted by newly created accounts.
With cooldown you would also hurt genuine users for who not always active, and they would probably stop quit the forum if they couldn't post after comeback.
