If the user of the site is in any of these countries,
he will need to use any VPN to access the site,
I did not mean that his account is blocked for these reasons,
but that should he is having restrictions on login to access the site.

Sorry, I made a bit of a mess, but I know that his problem is that he lost the 2FA and didn't write down the key.
I just don't understand the part that he needs to use the original IP from when he registred the account to be able to try to recover the 2FA, enable/disable,.(?) ...
... but I remember once a friend had the same problem, and it was necessary for 15 days I think, to access the email and open the link that Freebitco site sent him, after he had accessed all those days, he managed to disable 2FA, but it was on the second attempt, because on the first he failed to access one day...
I don't know if this still works today. But I really don't understand the part that he needs to use the same IP as before?

If I'm not mistaken, the freebitcoin team added this ToS purely formally. At least I don't remember a single case when someone was blocked on the freebitcoin site just because of the list of banned countries. They only cared about users not abusing multiple accounts, and that's it.
Yes, some users from Australia, Germany have reported here not being able to access the site if not with VPN
