Nah you got that a bit wrong. They are choosing from around page 200, not entry 200. Every page has 20 posts so it covers every single post.
Every host gets 5 pages, and from those 100 posts they choose 5 winners (1 per page).

About the level up thing you asked, they only implemented this today or yesterday, it's super new. Diamond players have this for years but finally they added this "option" for platinum 4-6. Obviously only when you are "eligible". Roll Eyes
