I'm from that region but I can't relate cause the network works very fine where I am it loads very fast whenever I want to visit the site, maybe switch to a network that's not very poor for instance I make use of two different networks and if one isn't given me the quality or speed I need I'll switch to the other and it works perfectly so he could do same too.

Network problems sometimes can be more frustrating, especially when it about slow loading just as you have said switching to a different network or using an mobile app which can sometimes resolve the issue.
