Some people still think that modern football is not all about money, look at just one season of Manchester City were they were very bad, infact last season was their worst season in over a decade, but take a look at what they've done in the transfer market from January this year to present and they are not yet done in the transfer window. Manchester City are coming stronger next season, that a sign of a serious team in my own opinion.
It seems that those who said football is not all about money never watched football. In fact, the rich club dominated any top league in europe. City is just one of example about how money can solve club's problem instantly. No need to develop the talent, and just buy a well developed one. That's it. 
Money has been proven many people wrong for long because teams with money do make their squad better than those teams without money.
Newcastle United is a good example we have seen for past few years, when people with lots of money buy the team, they sign quality players to make the team better and the team manages to play in the Champions leagues for more than once since they buy the club, and they are still performing better in the premier league.
Manchester City is a team we all know for spending money, they will do that again because they have spent a lot of money to sign players again this time because they had a bad season.
