Premier League certainly can't be the strongest year in, yeah out. Maybe popularity, yes, because they do get a lot of publicity and media attention as compared to other leagues but most Competitive? Strongest? Naah.

You are actually right regarding the word strongest. It could be Spain sometimes. Nevertheless I think it is the most competitive on average. Year in, year out I agree again with you that there is fluctuation as we have seen last season when Manchester United and Tottenham Hotspurs played probably the worst seasons in their club histories.

But when you take the top 5 to 6 clubs from every league and take their best performances of the last 5 years, I think the EPL would rank higher than the other leagues. I know it is hypothetical, I am not interested enough in doing deeper research on this, but it's my guess. In the EPL there are like 7 to 8 teams that could play an outstanding season. I don't think Italy or Spain or Germany has that many teams that could realistically aim for the season top 3.
