You don't need to import the seed phrase of a hardware wallet to to software wallet because you have messed up with ths cold storage and turned it into online wallet which is easier to compromise than when the seed phrase is offline. One needs to be very careful with importing seed phrase so that you don't mess up with your cold wallet security. Hardware wallet use secure element like specialized chips to protect the private keys and when you import it to a software wallet, that security is broken.

Are you sure about this? Especially the part about specialized chips?? As far as I know hardware wallets have encryptions and in addition to that they don't have any networking devices in them which simply means they can't connect to the internet. Most of them rely on only cable connections like USBs.

Instead of importing your seed you can create a watch only wallet with your public keys, on another device with internet connection, create a transaction, take it to the hardware wallet for signing and then take the signed transaction to the device with internet and broadcast it for confirmation. That way your seed never had internet access.
