Will it work? I understand what they are trying to do: generate enough internal competition that no one feels comfortable, gamble that the majority of these wonderkids will turn out to be world-class, and  if the current team flops, replace it with the "B team" by 2027. It is dangerous, but should Maresca be able to coach them up, then Chelsea could be terrifying deep by the time everyone is still negotiating over left-backs. Then again, if a couple of these high-priced “next Neymars” flop, it will get ugly fast. That is the most Chelsea thing ever

I think what Chelsea is trying to do is get players they can make money out of. That's the only logical explanation for what they're doing because if you wanted to build a team, that's not the way to go about it. When you pack so many potential players in a team, it becomes almost impossible for a lot of them to succeed, especially if they're all coming from different teams and countries, not the same academy.
For the past 3 seasons or so when Chelsea started this buying spree, they've not had more than 3 players that stood out and became among the top 5 in their position in the world.

The players they're buying are good, but are they good enough to compete with the elites at the top level? I doubt that because even if you have 5 players to play a single position, you can only use one in a game, two at the most for substitution, so the elite teams that have one player for that position who is actually very good is better than you.
Chelsea has made a lot of money from player sales, which is good business because it brings money in, but footballing wise, I don't think it will take them to the top.
