It used to be a random draw, but for the last few years, maybe more than a decade, it has been pre-arranged. Many variables such as which weeks the derbies will be played, in which order the teams will follow the fixtures are added to the system and the randomness disappears. It's the federation's fault that the broadcaster is so influential in the fixtures. They shouldn't have allowed this in the first place. Many things are not managed properly in the country, football is just one of them. The complaints about this will never end because people see that there is no justice.
